National Negotiations Update - Rank-and-File Bargaining Committee Approves Tentative Contract Agreement (12/07/06) The APWU Rank-and-File Bargaining Advisory Committee voted unanimously to approve the union’s tentative 2006 Collective Bargaining Agreement on Dec. 7 at a meeting in Washington DC. The agreement will be sent to union members for a ratification vote, which the committee will supervise. Princella Vogel, chairperson of the Rank-and-File Committee, said, “We are making history with some of the innovations in this agreement.” [full story]

House, Senate Pass Historic Postal Reform Legislation - Both the House and Senate passed historic postal reform legislation in the final hours of the 109th Congress after key negotiators -- Sens. Susan Collins, R-ME, and Tom Carper, D-DE, and Reps. Tom Davis, R-VA, and Henry A. Waxman, D-CA -- brokered an agreement that will modernize the United States Postal Service and make it viable for the 21st century. The legislation, the first major overhaul of the USPS since 1970, will help stabilize mail volume and stamp prices.   (12/09)

APWU Wins Major Maintenance Arbitration Case - Arbitrator Shyam Das rejected the USPS attempts to eliminate custodial work through the ill conceived ‘Budget Worksheet’. He ruled that, ” it is appropriate that the Postal Service be directed to rescind the 2001 MS-47, to reinstate the 1983 MS-47, and to reinstate or prepare staffing packages as soon as practicable. As the Postal Service has stressed, the building inventories still are in use and the performance standards have not been changed. Prior staffing documents based on frequencies determined by the appropriate level of management under the 1983 MS-47 presumably still exists, and can be revised under that handbook where needed. Whether a remedy is appropriate for the intervening period since the implementation of the 2001 MS-47, and, if so what it should be, is a matter remanded to the parties for further discussion.   (11/20)

Under the tentative agreement, I will have to pay 1 percent more for my BlueCross BlueShield healthcare premium. The premium for the basic plan is $40.17 per pay period. Does the one percent increase mean that my premium will increase by roughly 41 cents per pay period, or is there another way to figure it out?

Postal Service Plans to Search Records to Identify Employees Who Are Sex Offenders - Federal Register: "The Postal Service plans to conduct an ongoing matching program to identify any current Postal Service employees, who are required by state law to register on a state's public registry of sex offenders. State registries contain information about individuals who are statutorily required to register, having committed sexually-violent offenses against adults or children, certain other crimes against victims who are minors, or other comparable offenses. The Postal Service is undertaking this initiative to ascertain the suitability of individuals for certain positions or employment. The Postal Service will compare its payroll database for employees working in designated states against public records contained in the state sex offender registries."   (10/17)

U.S. Postal Service plans to increase hiring of Hispanic workers - Postmaster General John E. Potter told members of the Hispanic Postal Employee Organization in San Antonio last weekend that the U.S. Postal Service will soon experience more turnover than ever before once the Baby Boomer civilian-employee population retires.
Potter said attracting qualified people from diverse backgrounds will be a priority, particularly in the Hispanic community.
"It's our goal to continue to look like America, even as the face of America continues to change," he said.   (10/11)

Postal Window Clerks Protect Your Jobs - By Al Ross, APWU Clerk Craft Director, East Bay Area Local #47 - With the Postal Service’s intent to downsize a lot of window clerk positions based on recorded POS-ONE downtime, it is now crucial for all window clerks to start following certain procedures to reflect accurately exactly with function that you are undertaking. Within the POS-ONE system, that are a number of codes that can be used to record what type of operational function you are doing so the system won’t record you on downtime. Downtime is one of the key elements that the Postal Service is using to eliminate, what they consider, excessive Window Clerk positions. Downtime can cause a station that has five clerks to be down sized to 2.5 clerks based on the data that the POS-ONE system records. Therefore, extreme care should be used to accurately record all window clerk functions.   (06/17)
